1. The term Wang Yunzhao says is this: 君无戏言. It is romanized as: jūn wú xìyán. Essentially, it is essentially saying that an emperor/ruler does not make light jest/lie. Basically anything a ruler says is an edict. I forget, but I think an emperor was once forced to abdicate over basically making a joke that would cause him to give up power. Searching online, it seems like there was a story where the justification was-- whenever an emperor says something, it will be recorded in the annals of history. So people will debate over what it meant. Thus, they are not permitted to make light jesting talk, etc.
